Seeking to learn directly from the leading experts in this field – specialists at the State Data Agency – Augustas Blažys and Julius Leonavičius worked for four-months at the State Data Agency, during which they developed and refined IT solutions in the field of data analytics, taking on responsibilities in data processing, analysis, and visualization. In their roles as Programmers–Data Analysts, they created and enhanced specialized interactive dashboards within the environment of the government’s data management platform (“Palantir Foundry”).

During this collaboration period, the specialists carried out preparatory, analytical, and visualization tasks. In the initial data processing phase, they reviewed, analyzed, and transformed various datasets to identify the analytical perspectives most relevant to municipalities. They then used interactive visualizations (tables, charts, maps, and so forth) to display these selected analytical perspectives in dashboards, enabling municipalities to analyze relevant data in real time. This work supported data-driven decision-making in state institutions.

The dashboards developed were focused on several key strategic areas:

/ collective protection facility infrastructure for people with disabilities;

/ atypical student migration flows between educational institutions;

The specialists created and refined IT solutions in the field of data analytics, taking on data processing, analysis, and visualization roles. They analyzed, developed, and maintained the components and functionalities of the patient transportation application built on the government’s data management platform (“Palantir Foundry”).

Using various “Palantir Foundry” tools, the specialists developed and implemented new functionalities that helped optimize the management of patient transportation services.

Julius Leonavičius played an active role in the workshop organized by the State Data Agency, where he used the “Palantir Foundry” platform to address one of 15 nationally significant challenges.

During the workshop, participants tackled a task of strategic importance – ensuring a sufficient supply of land plots for strategic investments and major infrastructure projects, such as the establishment of a “Rheinmetall” factory in Lithuania. To achieve this goal, they developed a data analytics tool capable of identifying opportunities to merge state-owned land plots, while also modelling scenarios for purchasing private land plots.

The results were later presented at the State Data Agency’s conference, where the possibilities for expanding data-driven solutions in the public sector were discussed.
